Removal of Temporary Traffic Signals – Mayfield Road at Inder Heights Drive/Snellview Boulevard

THE FOLLOWING ARE UPDATES REGARDING THE TRAFFIC SIGNALS AT MAYFIELD ROAD AT INDER HEIGHTS DRIVE/SNELLVIEW BLVD. PLEASE SCROLL DOWN FOR ENTIRE DATED UPDATES.

AUGUST 30th, 2017

This is with regards to the temporary traffic signals that were installed on November 18, 2015, at the intersection of Mayfield Road and Inder Heights Drive/Snellview Boulevard.  In Fall of 2015 the Town of Caledon closed Kennedy Road at Snellview Boulevard to undertake road construction at the intersection.  The road closure of Kennedy Road at Snellview Boulevard meant that the residents living in the subdivision in the north west quadrant of Mayfield Road at Kennedy Road would all have to enter/exit the subdivision by using the Mayfield Road and Snellview Boulevard/Inder Heights Drive intersection which was not controlled by traffic control signals. 

The traffic signals at Mayfield Road and Snellview Boulevard/Inder Heights Drive were solely installed to alleviate the higher than normal traffic congestion while the Town of Caledon completed their road improvements on Kennedy Road.  After the road improvement on Kennedy Road at Snellview Boulevard were completed the intersection was reopened to traffic, therefore normalizing the traffic patterns/volumes at the Mayfield Road at Snellview Boulevard/Inder Heights Drive intersection.  Post construction, an in-depth review of the Mayfield and Snellview Boulevard/Inder Heights Drive intersection was undertaken to ensure that traffic signals are no longer required and that the temporary traffic signals should be removed.

We completed the necessary studies in order to review and determine if traffic signals are warranted at the above noted intersection under post-construction traffic conditions. 

 An eight hour turning movement count was conducted at the intersection of Mayfield Road at Snellview Boulevard/Inder Heights Drive on April 7, 2017, for our standard count hours of 07:00-09:00, 11:00-14:00 and 15:00-18:00.  The collected data was then entered into the Ontario Traffic Manual (OTM) Signal Warrant. The results were as follows:

In order for traffic control signals to be warranted, one of the above signal warrants must be 100% met or two 80% met. As such, traffic control signals are not warranted at the intersection of Mayfield Road at Snellview Boulevard based on the above noted results in the table for minimum vehicular volume, delay to cross traffic, and collision history that was compiled for the intersection.

 In addition, the recorded number of pedestrians that crossed Mayfield Road at the intersection during the eight hour count were analyzed to determine if traffic signals are warrant based on pedestrian volumes.  There were only ten pedestrians that crossed the main road (Mayfield Road) during the eight hour count.  In order to fulfill the traffic signal warrant outlined in Book 12 of the Ontario Traffic Manual (OTM) two hundred and twenty five (225) pedestrian crossings are required during an eight consecutive hour time period to fulfill the warrant.

 The sight distance was also reviewed at the intersection to determine if motorists wishing to make left turns from Snellview Boulevard/Inder Heights Drive onto Mayfield Road have the required sight distance to clearly see oncoming eastbound/westbound vehicles. Accordingly, field measurements exceed the required sight distance as per the Transportation Association of Canada Geometric Design Manual. Therefore; the available sight distance for motorists at the intersection is acceptable.   

 Based on our findings, under existing traffic and pedestrian volume conditions the installation of permanent traffic signals is not warranted at the intersection of Mayfield Road and Snellview Boulevard/Inder Heights Drive at this time.  As stated above, the temporary traffic signals were installed only to alleviate traffic congestion when higher than normal traffic volumes were experienced at the intersection while Kennedy Road was under construction.  Therefore the temporary traffic signals will be decommissioned.  Please be advised that we will continue to monitor vehicular activity at the intersection and will installed permanent traffic signals at Mayfield Road and Snellview Boulevard/Inder Heights Drive if/when signal warrants have been fulfilled.

 

SEPTEMBER 20th, 2017

This is with regards to temporary traffic signals that were installed on November 18, 2015, at the intersection of Mayfield Road and Inder Heights Drive/Snellview Boulevard. The correspondence provided below that was sent to your office on August 30, 2017 outlines our in-depth review of the above noted intersection to determine if permanent traffic signals are warranted under existing traffic patterns/volumes. Our findings indicate that permanent traffic signals are not warranted at the intersection based on existing traffic conditions. The temporary traffic signals that exist at the intersection were implemented solely to alleviate the higher than normal traffic congestion that occurred while the Town of Caledon completed their road improvement works on Kennedy Road.


The temporary traffic signals at the intersection of Mayfield Road and Inder Heights Drive/Snellview Boulevard will be decommissioned in accordance with the process outlined in Book 7 of the Ontario Traffic Manual (OTM). Please refer to the traffic signal decommissioning schedule below:

 

1)      End of September 2017 – “TRAFFIC SIGNALS WILL BE REMOVED”signs will be installed for all four directions of travel approaching the intersection; a minimum of 30 days prior to the traffic signal decommissioning taking place. To obtain further details telephone and email contact information will be provided on all advance notification signage.  Refer to the below to view the proposed temporary sign placement.

2)      Beginning of November 2017 –  The traffic signals will be decommissioned.  The traffic signals will be deactivated and the signal heads will be bagged so signal indications will not be visible.  Stop bars at the intersection on Mayfield Road will be removed.  Stop and Stop Ahead signs will be installed on Inder Heights Drive and on Snellview Boulevard to control northbound/southbound traffic. The ‘NEW’ sunburst signs will be temporarily install over top of both Stop and Stop Ahead signs to advise motorists of the new stop control condition for side street traffic.

3)      After all of the above mentioned steps have been completed all traffic signal above-ground hardware will be removed at the intersection.  

 

Please be advised that we will continue to monitor vehicular activity at the intersection and will install permanent traffic signals at Mayfield Road and Snellview Boulevard/Inder Heights Drive if/when signal warrants have been fulfilled. 

 

In addition, Town of Caledon traffic staff will monitor the intersection of Kennedy Road and Snellview Boulevard for volume of traffic and collision records following the installation of the traffic signals at Kennedy Road and Abbotside Way.
